Color coordination has little or nothing to do with helping the blue eyes stand out. What will make the difference is how you LIGHT those eyes. Raise your main light to the point where you see a sparkle in the eyes. Too high or too low, and its gone. (And check out Monte Zucker).

Whatever you put her in I feel it's most important that it contrasts with the background. I think white/light is great for most blondes, but a darker color can be nice to (but you risk making her look washed out). Get a good contrasting background (my preference is greenery in the outdoors!) and you're good to go. My little girl is fair/blonde and light clothing is good on her, but bright pinks and soft blues are also nice. And Michael is right--bringing out her eyes is a matter of lighting.

Good luck,

Karma

A light object...like blonde hair, will definately "stand out" against a darker background.
I think a dark blue(ish) background would accomplish this,... and also compliment the blue in her eyes nicely.

Michael's advice on lighting is also valid.
If you are using more than one source light,...watch for multiple catch-lights in her eyes. These can be distracting in a portrait, but can be detected when looking through the viewfinder and are easily avoidable buy re-positioning the lights.
