The best shutter speed will depend upon your desired result.
Assuming that you want to freeze the wave crest,...1/250 sec.should do the trick. This will of course, be relative to the distance you are standing away from the beach.
The farther away you are, the slower the speed you will need to freeze the action,...(and vice-versa).
