How is paparazzi different from the media?
Do paparrazi need to get model releases for there subjects?
Do paparazzi actually get model releases?
How can the image be published w/out a model release?

Different in how they're viewed and respected. However, sometimes there isn't much difference.
Paparazzi tries to sell pictures to media. And regardless of what anybody thinks of Enquirer and the like, that's media, and it comes under editorial use, which you don't need releases for.
It's a matter of ethics I guess you could say. Regular media would consider following celebrities, hiding in bushes, chashing them down the street, etc., beneath them.
While both media and paparzzi would try for pictures of a celebrity in a public place if there was a current story about that person, paparazzi are the ones that take it to the extreme of car chases, finding out where they are on vacation, renting helicopters.
Also, media draws the line at private moments to asking and being invited. Paparazzi, anything goes.
