  Hi Andy!
I use a Minolta Maxxum 5 as my camera of choice, with a Sigma 28-105mm lens as my primary system! The Maxxum 5 offers both manual and autofocus modes.
I would suggest examining cameras from the major manufacturers - Minolta,Canon,Nikon,Pentax, to see what you are comfortable with!
I use other lenses and accessories to broaden my capabilities, but the basic system that I mentioned above should run around $350,depending on where you shop!!

With that price range, the Minolta Maxxum 5 is good. The Nikon F75 with a kit lens is also good. I use Canon so I can recommend the Elan 7N and a 28-105mm f/3.5-4.5 II USM. Just about $30 over your budget. I don't recommend the Rebel series because of quality and features. Hope this helps.

The only different between the 7N and 7NE is the eye control focus. How useful and does it worth that extra $50 is up to you. I am not familiar with what "arty stuff" you mean hear. The 28-105 I mentioned before is great for landscape at the wide angle side and portrait at 80-105mm focal length. Hope this helps.
