Judging photos in a contest

What is the general criteria for judging winners of photography contests?
I run a 4-H photo club for military families overseas and would like to have our first contest. Later, if the kids seem interested, I'll expand to the local community to find professional judges.

I have never been a photo judge myself, but I find judging, and judges to be very subjective. What one judge likes may not be to the liking of others. I think what I'd be looking for as a judge would be two fold.
1)Technical qualities of the print itself (less subjective)...as in how well or correct the exposure was, how well developed, and how well printed it was.
2) My second criteria would include creativity, composition, balance, originality...does the picture tell a story, or create some tension on the part of the person viewing it, etc?...or is it just another blah sunset with the sun smack in the middle of the frame...seen one, seen them all!
Hope this helps.

Acually, there are a lot of web sites out there that provide these kinds of criteria. Search on judging.

I've judged and had my work judged. I start with DO I LIKE THIS PICTURE? Seems simple.

Then I look at Technical Issues - VERY IMPORTANT. Look for good composition - use of leading lines, rule of thirds, effective light and, most important, sharpness [unless fuzziness is important to the picture.]

Consider whether the picture "tells a story." Also, check whether there are disturbing elements in the background that should have been eliminated by moving the camera's position.

Most important, judging is more important than awarding a score. If you have the chance, be sure to offer constructive criticism/suggestion - not just a low score. it's important not to shock an entrant that might just be starting out.
