There is a way--- to a certain extent. If you have your own darkroom you can print a picture horizontally or vertically, but you have to keep in mind that you may lose some image quality and some of the image itself. Say you want a horizontal picture to be vertical- you'll most likely have to enlarge the negative image quite a bit in order to fill the space on the paper with the image. Once you do this though, you may see more of a grainy image than you like, and you also might lose some of the image that you dont want to lose. A professional photo lab can help you with this if you don't have a darkroom to do this yourself. Just ask them! :)

if you mean photoshop, clik image>rotate canvas.
if you mean crop, there's a cropping tool in the tool selection. you can crop to make it vertical.
If you mean film, you can tell the lab to crop it vertical. but they don't crop 4x6. you have to blow it up, then cut it down to a 4x6.
