How do I determine the right exposure?

The TTL feature on my Phoenix P2 camera doesn't work. Could this be messing up my manually set exposure time? I can't seem to take a good picture.

I am not familiar with your camera but if you put everything in manual mode then you should be over-riding all other functions of the camera. Try taking a few shots using the 'sunny 16 rule'. Take a few picures outside on a clear sunny day with the camera set with aperature at f/16 and the shutter speed at the speed, or near it, of the film speed. For example, ISO 400 film should be set at shutter speed of 1/500 and f/16. If you exposure are off then I would suggest you take it to a repair shop to have it looked at.
Good luck!
