I like the slight cropping of the 2nd better, but both would benefit by a little tilt to the right so that the vertical lines of the buildings are parallel to the photo edges. IMHO.

I agree. The dark edge of the building acts as border so your eye doesn't wander and it brings it back to the subject of the photo. I think you might have trouble with getting the buildings to line up with the edge of the photo. Try making the fence in the foreground parallel to the edge of the photo. I think that would help!

A judge in a Photo Competition would say NEITHER. A better image would have been made if you shifted the camera a little to the left. The closer flag partially covers the farther one. The cropped image, while eliminating the small area of sky emphasizes the fact that the flags are neither centered not within the Rule of thirds. John
