shooting sharp pics on digital


i understand that the rule of thumb for SLRs is to use 1/ focal length of lens speed to take sharp pictures and prevent blurring due to handshake. but I am confused for digital compacts where there is no 35mm equivalent focal length info.
Does anyone know the rule of thumb for the min speed you can get away with for digital compacts with no image stabiliser function?
