P. 28 of the manual (English language version), available here. Push the flash lever up to pop up the flash head. Set the flash mode to Fill-In Flash. In this mode the flash will fire every time the shutter is released. It's unclear from the instructions whether the camera retains this flash mode setting after turning the flash, or the camera, off.
