You would be wise to buy a camera that allows you to control aperture, shutter speed, and focus, IF you are serious about learning photography. Some fully automatic cameras allow us to turn off the automatic operations for full control. So you might buy a new SLR that has the automatic functions for later, when you understand what they do. SLR is only one possiblity. Rangefinder cameras, though expensive, give you full control.

Good advice from Doug. In regard to rangefinders, there are some to be had relatively cheap. But I don't think a rangefinder is the best option for someone wanting to learn. With a rangefinder you lose the advantage of viewing through the lens and seeing what the depth of field will look like (especially if you have a DOF preview on the SLR). Using a rangefinder takes some getting used to in terms of focus and framing. For a beginner I would recommend the WYSIWYG of a SLR.
