Help!!! Need advice on lenses - Canon vs. Sigma

Hi guys, I need help!!! I recently bought an EOS 40D, which came with an 18-55 IS lens, as well as a 70-300mm. I am new to DSLR's and need advice about purchasing another lens.

I was going to order the Canon 28-135mm F/3.5-5.6 IS USM EF Lens. However, I advised by another photographer to instead get the Sigma 28-70mm f/2.8-4 DG Compact High Speed Aspherical Zoom Autofocus Lens.

He said this was a better lens for the money, an that it would do the same thing as an IS lense anyway, and that with the IS lens I would get a lot of underexposed shots...is this true? And if so, can someone explain how/why?

Please advise me on what to do, and what lens would be best. Also, I have another post with questions about flashes, and would greatly appreciate input on that as well.

Thanks so much!!!
