Mounting a photograph means sticking it to a piece of material (foam core or some other surface) via heat or adhesive. Matting is simply sandwiching the print between a backing board and a mat (with an opening cut in it to view the print). It is usually held together with archival linen tape. A frame shop should be able to help you with either method.
