Lorri, I've seen EPs from the 9th, just a couple of days ago. Often, I've seen stretches of 4 or 5+ days where they took a break for giving out EPs. As for your question about the percentage of EPs. There's no way of really knowing, unless you open up all of the contest entries and see if they have an EP badge...track the number of EPs versus number that don't, and you get a percentage. I kinda did this randomly for a couple of days, for a couple of categories. A couple of years ago, many people voiced concerns about the lack of EPs, and I checked and the number was 35%. Then, the percentage jumped to nearly 80% of all contest entries got the EP badge. I checked about one month ago and it was 70%. Again, very unscientific. But it's easy to check. Just go to Contest Entries and select a category; e.g, Nature/Landscape, then open up each entry and jot down if it got an EP or not. if 70 out of 100 did, then the success rate is 70%. It's tedious but then you'll know...
