Dana, I've used Neat Image for years. Don't know if there's anything better but Neat Image works for me.

Christine McNeeley   There are actually dozens of noise reduction tools online. They are mostly free and doesn't need to be downloaded and installed. These tools work great if you need to denoise a pic but you don't want to download pro software. Personally, I purchased Luminar photo editing software where noise reduction function also included. I use Luminar when I have to process a hundred photos promptly. Luminar has about 60 cool features and filters working great for a beginner photographer. Highly recommend!

I use Imagenomic's FREE Community Edition version and have for years. It works very well and the price is right.
