Is Lightroom a better or more advantageous program than PSE? I currently own PSE 15.

  Yes, I would say it is. You can do a lot with Elements but Lightroom is awesome!

  Rob, I would add that fundamentally, they are not exactly the same thing, for comparison... a huge part of Lightroom is in its massive, robust library-organization feature for all your photos. Yes, it has photo editing tools as well, and they're quite good -- but not EVERY tool exists in LR, like you might find in the toolboxes of Elements or Photoshop.
I started on Elements, eventually moved to Photoshop (still have an old version of that, which I use today) and then finally to LR -- primarily because I wanted that library management system. I've since migrated most of my editing workflow on my RAW images, entirely into LR -- and I only go to Photoshop for the kinds of edits LR can't readily perform. (One example, PS has a much more flexible/powerful Transform tool; LR can do some Transform, but not to the extent PS can. Another, PS has Layers, which in some of my more complex edits, are very useful.)
So I'd say in my imagery today, probably 95% of my results are now achieved in LR, and I pop out to PS (conveniently, a direct link from inside LR) from time to time for those other unique things I want to try/do.
