After the rain drops were cloned out (before picture), dust & scratches did a good job of softening edges (intermediate photo).

The final effect was achieved in Photoshop CS by handpainting WITHOUT the use of artistic filters. Various sizes of brushes were used to bring in varied amounts of detail. The color was brushed in using photo filters.
