Description

I just had a sudden idea for an effect this morning. I first duplicated the layer, then applied the VirtualPhotographer "reminiscing" filter to the bottom layer, then a radial blur on the zoom setting to the bottom layer. I selected the top layer, drew a lasso with 50px feather around the part I wanted in color, and added a layer mask with that selection. Presto!
Original attached for comparison. This was taken at last year's Veteran's Day parade.
