These are actually dowel bars used in pouring new concrete roadway.
I'll post another photo to help put them in context.

Very cool abstract shot and follow-up over-all shot and info Bill! Here they still use the criss-crossed re-bar and hand tie them together. It is fascinating to watch the workers tie the steel knots so quickly. I always enjoy seeing and learning new things so thanks for sharing!! #4263484

This method is called slip form paving.
There are no forms, the stiff concrete stands on its own
