4 sec @ f32, ISO 100. Zooming while the shutter was open to give the dramatic effect, on a 70-200 F4L. Stopped right down to give the longest exposure possible. I framed the two extremes of the zoom that I wanted, so that I knew how far to turn the zoom dial. I also threw it out of focus towards the end to give the white 'bloom' around the zoomed in part of the image - neon can be quite boring shot in sharp focus.
