The way I did the effects was I took a picture I had of water and overlayed the picture of boots and umbrella on it then clicked on the eraser put the opacity way down (maybe at 8) and then erased lightly where I wanted the water to appear. I did it several times until I got the effect I wanted. The rain was simple I used a plug-in called Ulead Effects Particle. Though I had to redo that several times too until I had the effect I wanted. #2657795
