Thanks so much, everyone!

Michele, the effect of the filter is based on the color of the subject. I found this description: "In a nutshell, a colored filter used with B&W film will lighten similar colors and darken opposite colors." The underside of the bridge is the same orange as the rest of the bridge, so the blue filter darkened that color enough to remove detail. I discovered this via curious clicking! :) #11245282
