Just found out via the Internet that these are florets, small buds that bloom to become a composite flower. I've had the succulent they're growing on for years, but don't recall ever seeing these little ones before.

VERY PRETTY & Congrats Used to have a few Jade Trees ( very similar ) and they would get these Flowers when all the conditions were just right.

My Dad wasn't much of a handyman or home & garden person, (executive management level jobs...12hrs a day!), but he did have a 6' x 4' cactus garden on the back deck in the hot sun that he loved very much. He had succulents in it, too, and many little varieties of cactus. Seeing this reminds me of he and his special "dad" garden. :)
