It may be safer than it looks, but from here, it looks like one slip could send you right into that churning water! In fact, I just watched something on TV the other day where someone fell in and was being pushed under by the current. It looks like that staircase came up from out of the water and that they are not on a homage!

I have never seen Niagara from this angle. So impressive and the slow shutter (?) was an excellent choice for effects. This almost seems to have mixed media since the people should have been out of focus if this was slow F-stop. I'm impressed!
