Camera shake

At about what shutter speed will camera shake start to affect pictures? If hand holding anything slower than 1/30?

Good question. The general rule is to divide a second by the focal length of your lens. If you are using a normal (50mm) lens, get our your tripod or monopod before going lower than 1/60 of a second. If you are using a 300mm telephoto, you will probably need to shoot at 1/500.

You can sometimes get away with a lower shutter speed if you rest the camera on some kind of support and use a timer or remote control to release the shutter. I don't recommend it but have been forced to on occasion, with poor to acceptable results.
