Noise reduction settings in camera

I took this photo, with an ISO of 640 and it has alot of noise.(I have a Canon 40D) I haven't tried using the Custom Functions in the camera yet. Should I have set the CF Long exposure noise reduction and High ISO noise reduction settings? (I have another lightening photo in my gallery, but it was taken earlier in the day, and ISO 400 ) I would appreciate any info on this. Thanks, Janet
