Features:
4MP JPEG, 640x480 MPEG-4 Video, MP3 Player, On-camera Flash, 4x Digital Zoom, 1.5" LCD Display, 512MB SD max + 16MB internal & Webcam mode. Uses 2 AA batteries (I use rechargables.) I also got Ulead software, a tiny table tripod & two small camera cases with it free.
Hey! For $30 (refurbished) it's great. For more, not so great :)
(Note: Buy direct from www.aiptek.com... the Amazon.com prices I saw were higher!)
I bought a refurbished one for my daughter 2 mo ago as her first camera. It's easy to use, picture quality is ok, but don't punch the shutter button or you'll get warped pics (my daughter does this a lot!) They need a lot of saturation enhancement & some sharpening, but exposure is usually good out-doors. Low light, however, is unsuitable - the camera works best outdoors or in a well lit room.
Video is not bad (in good light) and with mpeg-4 you can fit a lot on a 512MB SD. (Wish my Cannon Powershot had MPEG-4!!)
Also works as an SD card reader, which was useful while waiting for one on order :D
I started a page for my daugter to post her shots if you want to see samples (but these are heavily processed with PhotoShop Elements!):

Bottom line, if you're looking for a cheap, easy to use first camera for a young person, that takes movies and stills that can print up to (say) 5x7, its a good choice.
