Thanks Elizabeth, I started with the fractilius filter on a layer,http://www.redfieldplugins.com/Downloads.htm
I brought back some detail with a layer mask and then used a hue/saturation adjustment layer. Finally, I hit it with the Brilliance/Warmth filter from Nik Color Effects Pro found here:
