f/5.6, 1/40s, Canon 100-400mm, 400mm, 100 ISO. I'm not sure if this is a young rail or possibly a dipper. Any info would be appreciated.

I'd say this guy is a dipper, but I'm not positive since we don't have any here in the east. I think a rail would have a thicker beak.
