I really like this especially with the fall colors. The painting effect adds a nice twist to it. Would like to see the original though. What did you do to make the rain come out? When I take photos in the rain mostly they look like cheap film. #4846663

For rainbows, you can make them in PS pretty easy using the gradient tool and lowering opacity.
For real ones- I usually try to meter off the rainbow to be sure I get it, then take another of the sky and combine them in PS.
If they are bright enough you can just meter as normal. We don't get many rainbows here- lately no rain either ;o( so I can be sure of the exact technique, that's just what I do.
How about bracketing, that would be a sure way to get both too.
