Nice effect, Shawn.
Hi, Howie. Here is the method I've been following: DL (duplicate layer), select Screen in layers pallet, DL, Gaussian Blur at 13 pixels, select Multiply, adjust levels and flatten image. The amount of Gaussian Blur depends on the file size.
I'd really like to know what others are using. #3422295

Howie - I am using the same method that Steve mentions. I use gaussian blur anywhere from 10-25 pixels, depending on how much of a glowing effect I want on the image. I also apply the Orton effect last, before I flatten the image. Here is the link that I used for the effect.
