Not sure of the ID, but if it IS THAT insect, the sting is NOT GOOD. Well, I cannot see the stinger on this specimen, but judging from the barbed tongue, this is not a fellow (or gal) to mess with.

I was chased and stung repeatedly on my hands and neck (hands when swatting the one stinging my neck) by an angry swarm of LITTLE black wasps. I had accidentally disturbed a nest when admiring a cluster of wild flowers near our pond.

This one does not seem to mind my camera or me spying on its nectar gathering at Bowman's Wildflower Preserve's meadow.
