Hi Heather,
You simply pann your camera vertically whilst you expose the image. You can either do it by hand or whilst your camera is on your tripod. I Think this exposure was about 1 second. I then in PS added a gaussian blur just to soften the colours a little.
You can also just use the motion blur filter in PS to obtain the same effect.
