White Card and Bouncing Light Why do some news photographers put a small white card in the top of a flash gun and the flash gun is slightly tilted upward?

The white card reflects some of the light forward. It provides better fill, especially on the face/eye sockets than simply bouncing from the ceiling.

Use of a card on my flash provides a "mellow" lighting of the subject, and, most importantly, NO RED EYE..
