It's done with a plugin for Photoshop. You can download a trial version at Flaming Pear. Here's a link to their site. http://www.flamingpear.com/products.html

It's not very expensive ... only about $20. I downloaded the trial version and bought it the next day. It's fun to play around with.

Evacuees are still spread out in several states and needing further assitance... ...support Art for New Orleans... 2. to use the flood filter from FlamingPear (referenced above) on your photo to submerge the foreground with the realistic pseudo-3D watery reflections.
