Are the white and red lights that appear at street level the tail lights of vehicles passing by? Was a filter used so the photo was not over exposed? Excellent shot!

Thanks for your comment. Exactly, they are the lights of vehicles passing by. I didn't use any filter. At that time, Paris wheather wasn't good. There was foggy. The fog captured the light from the building.

There were some groups of tourist, but not a lot. I needed to re-shoot 4-5 times, because there was always some people passthrough in front of my camera during long time-exposure.
