Thanks, Cathy and Tammy. To answer your question, I cut the eyes out of the original photo and applied accented edges adjusted to a smooth texture. Then I boosted the contrast way up and did a hue adjustment until the colors were the way I wanted them. Finally, I sharpened the edges and applied USM ...
