F2, 1/60 sec, ISO 100, Photoshop: rotate, crop, auto-levels, selected cat and used gaussian blur on background, selected eye and used hue/saturation adjustment layer on rest of image (sat -50, lightness +10, hue -180), used hue/saturation adjustment layer on eye (sat +50), unsharp mask, Neat Image, resized and saved for web.

DiAnna F. Paulk 		  I did use a hue/saturation layer on the eye and bumpted the saturation up to 50. Having desaturated the background some it made the effect even more dramatic.
