1. Balance the Levels. Try the Auto feture is you are new to this. The histogram showed a High-key image. 2. Duplicate the layer twice. You should now have three layers, all indentical. 3. Go to the top-most layer, and apply Gaussian Blur. Usually 3-4 pixels is enough. You want to blur the image but still maintain the image shape. 4. Apple the same blur to the next layer. 5. You botttom layer remains untouched. 6. The top layer should be set to Screen. 7. The second layer should be set to Overlay. 8. Adjust the layer opacity of the top two layers. A range of 45-70% each. This is more subjective. Adjust the opacity until the "dreamy" feeling is achieved, but not overwhelming. 9. Also, play with the layer order of the top two layers. The Screened layer might look better on top of the Overlay layer, or vice-versa. It depends on the image composition. Don't think me presumptuous. I just sawy this great image, and thought it could be enhanced even further.
