Add drama to the sky/clouds (45 degree angle for best results)

Remove reflections from water and windows (45 degree angle for best results)

Add saturation to fall colors (orange, yellow)

Turn the filter and watch the differences in the viewfinder.

Polarizers basically reduce your light input to one plane. This normally cuts down on glare and can remove reflections from windows an such if the light is coming in from the correct angle.

The polarizing effect also increases saturation and contrast in your images. This is especially true of skies and clouds because it is light dispersion which makes it look "unsaturated".

You were probably told to use a circular polarizer because it cuts down on light less than a normal "straight" polarizer. Since most digital cameras depend on the light coming in for focusing, circulars are the way to go.
