Flashing photographic paper to control contrast

In theory, what difference, if any, is there in the image if you pre-flash or post-flash the paper?

There should be no difference... in each case you are laying in an exposure over the entire surface that should read just slightly darker than paper white. For convenience, I usually pre-flash 8 or 10 sheets, and keep them in a separate box, for use when needed.
