Yes, using layers. Without getting into masks, try this: Use the water image as the background layer. Crop and resize the picture you want to add and put it where you want it to appear over this background. Paste the original water image over the top of this as a new layer. Alter the transparancy of this new layer so that you can see your addition the way you want it to appear. (Possibly around 80-95%)
