Wide Angle Lens: the zoom?


If I were to get a wide angle lens that says 0.70x wide angle lens
What does the 0.70x mean?

  The .7 factor shortens the effective focal length of the lens you attach it to (makes it wider angle). If your camera has a 35-70 zoom, then attaching the 0.70x lens makes it a 24.5mm - 49mm zoom.

  Okay thanks.
Now what I really want to know is is this a good thing or a bad thing?
Like do you want a wide angle lens to shorten it as much as possible or as little as possible?
