Shooting with Sunset Background

I use a fill flash for shooting photos of people with sunset/beach in the background. However, if I brighten flash enough to light up faces, peoples' entire bodies are lit up, making them too crisp against the background (which looks fake since the people are so defines). However, if I lessen the flash even a bit, the people's faces aren't visible. (Hopefully you aren't confused by my description.) Any suggestions?

The last time I ran into this problem, I used a grey card to balance the sunset to the flash. I hope this helps.

Sounds like your bit is simply too much of a bite.
What do you mean that you want to light faces but not their bodies? What are you doing, dressing people all in white?
