The EF 17-40 f/4L USM is a fine lens. It works great on the smaller sensor "crop" cameras like the Rebels and 40D, but was designed for the larger 35mm film frame. Because the EF-S lenses are designed for the smaller sensor size, they are able to made with greater zoom range, and/or greater maximum aperture. (Same for the Sigma DC, Tamron Di II, and Tokina DX lenses)

The EF-S 17-55 f/2.8 IS USM is the better of the two lenses you're considering, but is much more expensive. Other alternatives include the Sigma 18-50 f/2.8 EX DC Macro, Tamron 17-50 f/2.8 XR Di II, and Tokina 16-50 f/2.8 DX, which cost about the same as the EF 17-40 f/4L USM, but give both greater zoom range and 1 stop greater maximum aperture. They do, however, have a bit less rugged build quality and do not have the USM autofocus motor.

Hello Jesus,
I have the 17-40mm f/4 L lens and have taken lots of nice images with this lens. I recently took a trip to Europe & had planned to buy a 5D (full frame) before the trip which the 17-40mm will work on but $$ problems prevented this so I borrowed my friends Canon 10-22mm and used that lens a lot. I personally don't care about IS on a wide angle because I use a tripod 90% of the time for landscape & wide angle shots.
Both the 17-40mm & 10-22mm are good lenses and recommend them but I have not used the lenses Jon suggested and they may be a better fit for your needs.
Good luck with your decision - Carlton
