Sigma vs Canon Lenses

Hi guys, I need help!!! I recently bought an EOS 40D, which came with an 18-55 IS lens, as well as a 70-300mm. I am new to DSLR's and need advice about purchasing another lens.
I was going to order the Canon 28-135mm F/3.5-5.6 IS USM EF Lens. However, I advised by another photographer to instead get the Sigma 28-70mm f/2.8-4 DG Compact High Speed Aspherical Zoom Autofocus Lens.

He said this was a better lens for the money, an that it would do the same thing as an IS lense anyway, and that with the IS lens I would get a lot of underexposed shots...is this true? And if so, can someone explain how/why?

Please advise me on what to do, and what lens would be best. Also, I have another post with questions about flashes, and would greatly appreciate input on that as well.

Thanks so much!!!

I would suggest using the lenses you have. You will then know if you need a new lens and what it should be. Both the EF 28-135 f/3.5-5.6 IS USM and the Sigma 28-70 f/2.8-4 DG duplicate ranges you already have adequately covered with the 18-55 + 70-300. The 28-135 IS lens would NOT give you a lot of underexposed shots. I think you misunderstood what your friend said. Just a guess, but he/she may have meant that the IS feature cannot freeze subject motion the way a faster shutter speed with wider aperture can. But the 28-70's f/2.8-4 is not significantly "faster" than the 28-135 f/3.5-5.6 in the same zoom range.

If you want a better 'normal' zoom to replace the 18-55 IS, I wouldn't consider any 28-xxx zoom. This just isn't as useful a focal range on the 40D as it is on a 35mm film camera. The usual upgrade from the kit zoom would be to an f/2.8 zoom, like the EF-S 17-55 f/2.8 IS USM, Tamron 17-50 f/2.8 XR Di II, Sigam 18-50 f/2.8 EX DC Macro, or Tokina 16-50 f/2.8 DX. Or to one with greater zoom range, such as EF-S 17-85 f/4-5.6 IS USM, Sigma 17-70 f/2.8-4 DC Macro, Sigma 18-125 f/3.8-5.6 DC OS HSM, etc.
