Good Photo Editing Software Programs

What are some easy-to-use editing software programs? Also I like to play with pictures and add frames and borders. What software has the most frames and borders are playful art?

I use Adobe PhotoDeluxe Business Edition 1.0. It's approx. $75.00.

It's easy to use and has a bunch of advanced functions. I can do just about anything I would want with it. It's comparable to Adobe Photoshop but scaled down a bit and easier to use with more guided activies. You can get fairly advanced with it once you learn the program with layering and other techniques. For a beginner to advanced amateur, this is a good program for photo editing. Check it out on the Adobe site.

I would also like to recommend Adobe's Photoshop Elements. This is a great program - full of professional-level features and functions. Costs about $99 and I believe that Abobe is offering some kind of rebate on it right now. Worth checking out if you want to get most of the powerful features of the full version without shelling out $600+ (or $1200+ if you're in Australia).
