Norman Rockwell affect


I found this Lucis art filter, problem is it won't work with Photoshop 3.0 elements. I am looking for the Norman Rockwell effect, anyone have any suggestions? I have tons of filters including fractalius. Please email me if you have any ideas.

  If you can find a good tutorial on this I'd be willing to make an action to cover it...HOWEVER, there are a few things that can go wrong:

You have to have a norman rockwell composition including a particular type of lighting to produce predictable results. For example, look at this:

Then look at the comments. The results are mixed because there is no one filter or action that will predictably create a painting from any image. You are better off learning techniques and creating your own art with the knowledge you gain than pressing a button and hoping forthe best -- which, at best, will produce a result that anyone else can get.
