Over the last several months more than 100 amateur photographers have posted messages detailing their experiences with the International Library of Photography (ILP) which offers an ongoing photography contest at picture.com. ILP also runs an online stock photography agency at ephotograph.com . They also operate The International Library of Poetry (poetry.com) which has a similar ongoing poetry contest, offering cash prizes for winners.

We have compiled the messages onto two pages for easier reading:

All of the following information about ILP has been obtained from public records.

Public records show Circa Press, Inc. is the registered owner of picture.com and ephotograph.com domains. The address for Circa Press is given as 3600 Crondall Lane, Owings Mills, MD 21117-2233 USA. The administrative contact for the domains is Mark Jones, Watermark Press, same address, phone 410-356-2000 fax 410-356-9931. His email address is mjones@circapress.com

The registered owner for poetry.com is The National Library of Poetry, 1 Poetry Plaza, Owings Mills, MD 21117-2233. The administrative contact is Mr. Jones again with the same address and telephone numbers for Watermark Press.

The circapress.com domain does not have an active web page at this time (February 17, 2004) but the registered owner is listed as Watermark Press, Inc., International Library of Photography, with a different address, 10045 Red Run Blvd, Suite 350, Owings Mills, MD 21117 USA.

According to the State of Maryland, the International Library of Photography Inc. changed their business structure to a limited liability company (LLC) on 5/11/99. As of today (2/17/2004) the records show the Good Standing of the company as being NO.

The registered agent for the International Library of Photography is Mr. Keith S. Franz, 101 E. Chesapeake Avenue, 5th Floor, Baltimore, Maryland 21286. Mr. Franz is a well-known Baltimore lawyer specializing in civil litigation.

When a photographer submits a picture to the International Library of Photography, a few weeks later they receive a letter offering them the opportunity to have their photo published in a book, with an invitation to pre-order a copy of the book for $50 to $70.

From the messages posted, it seems many who receive this letter have never heard of a vanity press, a business which appeals to the vanity in authors and artists to see their work published, providing them with tangible evidence that their artistry has been recognized.

The International Library of Photography is a vanity press, marketing to amateur photographers.

Vanity presses have been around for decades; until recently the market was primarily authors so driven to see their novel or collection of short stories in print they are willing to pay a publisher to print the book. Vanity presses prefer to call themselves "subsidy publishers."
