Off-Camera Flash

I have a Fuji S9000 Digital Camera and want to mount a Slave Flash on a hand held camera bracket ABOVE my Camera connected by a sync cord. When I did, the Flash would not fire. Although the Flash did Fire, when I test fired it manually, not connected to the camera by the sync cord. Just did not sync with the Camera and fire like I expected. What am I doing wrong.

My reading of the manual is that External Flash has to be set in the menu, and can only be used in P, S, A, and M modes. Are you using those settings?

Yes, I set the Camera setting to External Flash as directed at the Camera menu. I attempted shooting at Program, Apeture, Shutter, & Manual settings.
As I mentioned, Flash test fired ok, so it does work on its own. Seems like it must be something simple, but just not for me. Could the sync cord not be working properly?

Yes, could be bad sync cord, or dirty/corroded connection at either end. Maybe test it on another camera?
